Help finding a book by characters and plot!?

Is it The Storm Garden by Philip Gross? It's about a girl called Clio who falls in love with a weird boy called Max who has white hair, they run away together and he shows her the wild side of life. There's a fire at the end too but I can't remember there being a pet ferret or other animal.
